Abstract


There is an explicit link between the historical evolution of migratory movements, their social and economic significance, the various phases of the development of states and the stability of the relationships between individuals and states sharing common borders. The starting point of this study is motivated by the denaturalization of reality by political actors through inappropriate responses, based on mixed considerations of the migrations of Rwandans and of Hutu or Tutsi peoples living in the DRC compared to Ugandan nationals. On the one hand, most of them move between these three states and invade agro-pastoral and mining lands in fertile or mining areas, especially in the DRC. Our study aims to identify the causes of the persistence of the crises between the DRC, Uganda and Rwanda, which crises are linked to the multiple migratory movements of their respective nationals. In practical terms, we will determine the characteristics of the migratory movements between the three states and present the causes of this persistence of the crises. We have identified direct and indirect causes, among which uncontrolled migration by clandestine routes constitute a major cause of the security crises between these three states.

Il existe un lien explicite entre l’évolution historique des mouvements migratoires, leur signification sociale et économique, les diverses phases du développement des Etats et la stabilité des rapports entre individus et Etats partageant les frontières communes. Le point de départ de cette étude se trouve motivé par la dénaturalisation de la réalité par les acteurs politiques à travers des réponses non adaptées, fondées sur des considérations mitigées des migrations des rwandais et des peuples hutus ou tutsis vivant en RDC par rapport aux ressortissants ougandais. D’une part, la plupart d’entre eux se déplacent entre ces trois Etats et envahissent les terres agro-pastorales et minières dans les zones fertiles ou minières, surtout en RDC. Notre étude vise à identifier les causes de la persistance des crises entre la RDC, l’Ouganda et le Rwanda, lesquelles crises sont liées aux multiples mouvements migratoires de leurs ressortissants respectifs. De façon pratique, nous allons déterminer les caractéristiques des mouvements migratoires entre les trois Etats et présenter les causes de cette persistance des crises. Nous avons relevé des causes directes et indirectes, parmi lesquelles les migrations incontrôlées par des voies clandestines constituent une cause majeure des crises sécuritaires entre ces trois Etats.
