Abstract


This study is related to a cross reading of the legislation governing the waste processing in the Democratic republic of the Congo (DRC), the Cameroon and in Congo-Brazza. It is important to note that one concise inventory of the legal texts reveal that there is an innovation in the taking into account of the question related to the non biodegradable packing in these countries.
Thus, notwithstanding the relevant provisions relating to environmental protection envisaged in the legal and regulatory texts, the African cities in fact the megalopolis of Kinshasa in Congo and that of Yaound

Au seuil de cette étude portant sur une lecture croisée de la législation régissant le traitement des déchets en République Démocratique du Congo (RDC), au Cameroun, il sied de noter qu'un inventaire lapidaire des textes légaux y afférents dénote d'une nouveauté dans la prise en compte de la question liée aux emballages non- biodégradables dans ces pays.
Ainsi, nonobstant les dispositions pertinentes relatives à la protection de l'environnement prévues dans les textes légaux et règlementaires, les villes africaines en l'occurrence la mégapole de Kinshasa au Congo, la Yaoundé au Cameroun et celle de Brazzaville demeurent insalubres. En outre, l'application effective de ces textes reste un défi pour nos gouvernants dont les moyens sont limités. Ainsi, pour atténuer les atteintes portées à l'environnement, il y a nécessité d'une éducation mésologique pour servir de creuset en vue de contribuer à l'assainissement de l'environnement dans les trois pays sous examen et en Afrique en général.
