Abstract


The DRC, like the other countries of the African continent, is in search of the ways and means to start a true dynamics of the development. It explains itself by the existence of the multiple agreements that succeeded to the development of the Constitution that governs the country currently as well as the manifest will of our leaders to make take off the country. Indeed, the success of such a gait passes above all by the implication of every Congolese since the basis until the summit. So that the aforesaid gait is efficient and applicable to all, it would be appropriated that every Congolese seized the impact of the stakes in a language close to sound lived daily in order to allow him to understand what it is some better. Besides the role to permit the communication, the languages are also the powerful instruments that help the peoples to appropriate of the actions and permit the country thus to reach progress. In other words, the languages are not only auspicious tools of communication, they reflect and also transmit perceptions of the world. Therefore, the protection and the promotion of the local languages must be a key element to construct a best Congo and to assure a worthy life for all. Nowadays, it is clearly established that no process of development can materialize outside of the involvement of the populations. The aforesaid involvement to the initiatives of development is primordial bus even though interventions of some solutions sometimes bring in top to some problems, they don't yet have the capacity to understand in depth the need of the beneficiary populations. What is often to the basis of the failures accumulated in several initiatives in relation with all process and all formula aiming the development in our country. The major worry of this work is to show the impact of the languages local, real common good, in all action aiming the development in our country while proposing a linguistic architecture that will probably enhance a representative number of local languages without disregarding the contribution of French, language inherited of the colonization, that must act us progressively as medium for intellectualize our ancestral languages in order to give them luck to assure the roles that French plays presently in the world appropriately. To the present stage, we need the French language as language of reference to write our history, to think on our future, to elaborate the scientific theories, to invent some concepts, to construct the future, to search for and to claim our rights, etc.

La RDC, à l’instar des autres pays du continent africain, est à la recherche des voies et moyens pour amorcer une vraie dynamique du développement. Cela s’explique par l’existence des multiples accords qui ont abouti à l’élaboration de la Constitution qui régit le pays actuellement ainsi que la volonté manifeste de nos dirigeants de faire décoller le pays. En effet, le succès d’une telle démarche passe avant tout par l’implication de chaque congolais depuis la base jusqu’au sommet. Pour que ladite démarche soit efficace et applicable à tous, il serait approprié que chaque congolais saisisse l’impact des enjeux dans un langage proche de son vécu quotidien afin de lui permettre à mieux comprendre ce qu’il en est. Outre le rôle de permettre la communication, les langues sont également des puissants instruments qui aident les peuples à s’approprier des actions impulsées par la hiérarchie et permettent ainsi le pays à atteindre le progrès. En d’autres termes, les langues ne sont pas seulement des outils propices de communication, elles reflètent et transmettent aussi des perceptions du monde. Par conséquent, la protection et la promotion des langues locales doivent être un élément clé pour construire un Congo meilleur et assurer une vie digne pour tous. De nos jours, il est clairement établi qu’aucun processus de développement ne peut se concrétiser en dehors de la participation des populations. Ladite participation aux initiatives de développement est primordiale car même si les interventions d’en haut apportent parfois des solutions à certains problèmes, elles n’ont pourtant pas la capacité de comprendre en profondeur le besoin des populations bénéficiaires. Ce qui est souvent à la base des échecs cumulés dans plusieurs initiatives en rapport avec tout processus et toute formule visant le développement dans notre pays. Le souci majeur de ce travail est de montrer l’impact des langues locales, véritables biens communs, dans toute action visant le développement dans notre pays tout en proposant une architecture linguistique qui mettra sans doute en valeur un nombre représentatif de langues locales sans négliger l’apport du français, langue héritée de la colonisation, qui doit nous servir de médium pour intellectualiser progressivement nos langues ancestrales en vue de leur donner la chance d’ assurer convenablement les rôles que joue présentement le français dans le monde. Au stade actuel, nous avons besoin de la langue française comme langue de référence pour écrire notre histoire, réfléchir sur notre avenir, élaborer des théories scientifiques, inventer des concepts, construire l’avenir, rechercher et revendiquer nos droits, etc.
