Abstract


Being considered effective and creating value for national economies for many yeras, public organizations have sought in recent years to restructure and perform better. A questioning seems to characterize them given ther dysfunction followed by their poor performance. Obviously, the basic assumptions of administive action as well as traditionnal instruments appear insufficient and obsolete. Faced with this situation, a new perception of public management, in this case NPM, there fore becomes essential to meet the needs at the hour. The objective of this paper aims to explain the articulation of the New Public Management concept in public organizations. Although in Chad, the implementation of this new management style has been significantly delayed, organizations using this concept are campaining for performance. To the extent that they have managed to reduce organizational dysfuction, NPM becomes an absolute necessity for all organizations, in order to achieve the desired performance.

Etant considérées comme efficaces et créatrices de valeur dans les économies nationales depuis des belles lurettes, les organisations publiques cherchent à se restructurer et à se performer ces dernières. Une remise en cause générale semble les caractériser compte tenu de leur dysfonctionnement suivi de leur mauvaise performance. Manifestement, les hypothèses de base de l’action administrative, tout comme ses instruments traditionnels s’avèrent insuffisants et obsolètes. Face à cette situation, une nouvelle perception de la gestion publique, le NPM devient dès lors indispensable pour répondre aux besoins de l’heure. L’objectif de ce papier est d’expliquer l’importance de l’articulation du concept New Public Management dans les administrations et organisations publiques. Bien qu’au Tchad, la mise en œuvre de ce nouveau style de management (NPM) ait accusé un grand retard, les organisations usitant de ce concept militent en faveur de la performance. Dans la mesure où ces dernières se sont parvenues à réduire le dysfonctionnement organisationnel, le New Management Public devient une nécessité absolue pour toutes les organisations publiques pour l’amélioration de leur performance.
