Abstract


Today we note a gradual interest and a growing awareness to the new role assigned to local authorities and their relation to sustainable development; and that, since the adoption of Agenda 21 by more than 170 countries who took part in the Earth Summit held in Rio in Brazil in 1992. This global planning document is presented as a set of action programs and an indicative plan for central and territorial governments, which aims to improve the indicators of sustainable development through the effective and efficient involvement of local authorities. However, this course depends on the degree of commitment of these entities.

Aujourd’hui nous constatons un intérêt progressif et une prise de conscience croissante vis-à-vis du nouveau rôle assigné aux collectivités territoriales et leur rapport avec le développement durable ; et ce, depuis l’adoption de l’agenda 21 par plus de 170 pays qui ont pris part au Sommet de la Terre qui s’est tenu à Rio au Brésil en 1992. Ce document de planification global se présente comme un ensemble de programmes d’actions et un plan indicatif pour les gouvernements centraux et territoriaux, qui a pour objectif d’améliorer les indicateurs du développement durable moyennant l’implication effective et efficiente des collectivités territoriales. Néanmoins, cela dépend bien entendu du degré d’engagement de ces entités.
